Kevin Horgan has been engaged in the practice of international trade law since 1981 when he began his career as a law clerk for the Chief Judge of the United States Court of International Trade.  From 1983 to 1987, Mr. Horgan served as a trial attorney in the Civil Division of the U.S. Department of Justice, representing the United States government in civil and appellate litigation, including antidumping and countervailing duty litigation and the prosecution of claims under 19 U.S.C. § 1592 for the recovery of civil penalties for fraudulently or negligently importing goods by means of false statements.

He has represented private parties before a wide variety of government agencies, including: the U.S. Customs and Border Protection Bureau (tariff classification, valuation, civil penalty); the U.S. International Trade Commission (AD/CVD/GSP/337); the U.S. Trade Representative (tariff negotiations/GSP); the U.S. Commerce Department's Import Administration (AD/CVD) and Bureau of Industry and Security (export controls); the U.S. Treasury Department's Office of Foreign Assets Control (trade embargoes), and various committees of the Congress (trade policy, government defense procurement). 

Mr. Horgan is a graduate of the University of Pittsburgh and New York Law School.  He is admitted to the practice of law in New York, the District of Columbia, Illinois and Pennsylvania.  Mr. Horgan is a member of the Customs and International Trade Bar Association and a former Co-Chair of the American Bar Association's Customs Law Committee.

Mr. Horgan is the author of chapters entitled "Antidumping Duties" and "Subsidies and Countervailing Duties" in U.S. Taxation of International Operations (Warren, Gorham & Lamont, 1996).
